As the title says. I think I once could but I cant any more. My keyboard and mouse only ever sets its correct color when Razer app have started.

That would be a no go. Synapse has to be running in the background for custom lighting to take effect.
Why?. The keyboard and mouse is perfectly capable of running a color sweep while booting. so why would it not be capable of running other profiles without the software running. IE maybe a static color. IT sounds like a very unnecessary dependency
All by design, custom lighting effects cannot be saved into current devices. There is no real way to overwrite the default lighting even for peripherals with onboard memory. You'll want to take this one with the Devs. Send them your feedback/feature request via Synapse.

Beats the whole point of having onboard memory in the first place to store at least "one" custom profile with your basic configurations, with button remapping of "your choice" as well a simple lighting effects (which Synapse claims you can do that with their Quick Effects, but actually it's a false claim, because it doesn't work".
A product in itself is not premium if it has to depend heavily on "Software" to drive it's functionalities for all that hardware and features ("Marketed") that was created on that product alone. It makes sense when you want to bridge other "peripherals" and "third party" components together to drive other experiences such as cross sync lighting effects" as that makes sense and not the purpose for onboard memory.
It's 2019 with all the technology and hardware today, it's more than capable so for something that's actual known as a common functional requirement. Let alone you compare Razer which is a reputable brand that simply cannot (Not even to mention bothered) achieve such basic with other reputable "and" lesser know brands who all are capable/proven and implemented as such.
Finally, FYI, I'm already returning my BlackWidow Elite without hesitant when my new keyboard arrives (Not Razer). Razer used to be good, but not anymore compared with whats available out there today.
