Can't install Synapse 3. Fails with error 123 at 26 or 27%

I've been trying to install Synapse on my Windows 10 laptop for the entire day. 1. I made sure to download the right file. 2. I tried to cleanup the reg, folders, and appdata. 3. I tried to unzip the install file with 7-zip and install from there. 4. Tried to install to multiple locations. 5. Made sure I have Visual ++ 5. I even tried CCleaner. Everytime I try to install Synapse 3, it fails at 26% with error 123. I can't find anything regarding this specific error code.
