Cortex failed to start, please try again

I was trying to get razer cortex so that i could play Rust at a better FPS, It gave me this "Cortex failed to start, please try again." I uninstalled, reinstalled. Reinstalled the installer, tried disabling and enabling in msconfig, checked to see if they were set to auto in services. made sure windows management instrumental was running. Those were all the tips from anything i could find on the internet, nothing
An interesting thing i found was that when i tried to start Razer Central Serivce in services it says Windows could not start the Razer Central Service on local computer Error 2: the system can not find the file specified
