Disable ProcessCapturer.exe, and what is it?

Getting tired of it attaching itself to games and then Steam still tells me I'm still running a game, I end task the ProcessCapturer.exe and Oh look, steam says I'm not playing the game anymore. Why is this an inconvenience, because when I'm switching games while I'm streaming, everybody else gets to the game as I've gotta muck about ending the task with a script. How can I stop ProcessCapturer.exe capturing games?
