GPU stuck at 300 MHz

I have an early 2019 Razer Blade 15 Advanced Model RTX 2070 laptop and for the last couple of days I've been trying to figure out why my GPU clock is stuck at 300 MHz. I disabled the power saving mode in Windows 10, uninstalled MSI Afterburner, got rid of Throttlestop and any voltage offsets, removed the latest NVidia driver (451.67) with DDU (Display Driver Uninstaller) tool in Safe Mode. Then I installed an earlier driver (417.59) but still didn't solve my problem.



I'm using HWiNFO to monitor the GPU and it looks like it's idling at 300 Mhz and doesn't matter what I do, it will never change. GPU Power is at a constant 3.9 W, which is ridiculously low in my opinion. Obviously, the Performance Limit - Power line says YES.



NVidia Control Panel / 3D settings / Power Management Mode => is set to "Prefer Maximum Performance" for now and I'm using Heaven Benchmark 4.0 where I get around 4-5 fps in ultra settings, because of the low GPU clock speed.



I've already spent 2 days with troubleshooting but now I ran out of ideas and it's really frustrating. All inputs are welcome.

Guys, I'm still having the same issue. Anyone has ever experienced anything similar?
I've tried multiple clean Win re-installs, many different drivers, but nothing.

One out of 10 times, though, everything works normally just like nothing happened, until I restart Windows.

I'd really appreciate any help!
