Hanbo Chroma 360mm not recognized

I have a Hanbo Chroma 360mm installed. Fans don’t spin, no lights, and Synapse (both versions 3 and 4) don’t even see it. I’ve tried using the firmware installer to see if a driver needs to be added but it won’t see the device either. I’ve checked to make sure all the cable were connected according to the instructions. I moved the 9-pin connected to a different header, and also connected the first header to a USB port and made sure I could connect a device to it to make sure it wasn’t a faulty header. The device is connected to the CPU fan header. Once I disconnected the RGB cable from the fan, and the fans suddenly started spinning, but the cooler as a whole still isn’t recognized by the software. I don’t understand what is going on, other than possibly a defective device cable or the cooler itself is defective. Any other ideas?
