For a long time I’ve had problems with sleep being unreliable (screen goes blank but rest of the machine is going), so I’ve fallen back to hibernation instead and now I observe similar problems: only some of the time does hibernation complete successfully. Is there a suggestion on how to debug such problems? I have everything updated AFAIK.

When hibernation fails in this way the only option is to force shutdown.

It’s as if hibernation progresses along to the point where the machine should turn itself off but it never does.
