How do you run out of stock on a digital file?

Can someone tell me how i can download the system recovery image for a razer blade 15 2019?? I contacted support to get this and was told they dont yet have the restore image - which i find highly unlikely considering this is a laptop that came out last year. When i pointed this out to the support person, their next reply was that they ran out of stock. How exactly do you run out of stock of a digital file? I've been trying to get a link to download this for several days now. It's really frustrating that something that should be so simple is dragging out and i can't just get a straight answer on how to download this.
