how to fix programs not starting, broken Win11 b/c Cortex?

Hi. I can’t restart or shutdown PC. Can’t open ctrl alt delete or task mgr ctrl shft esc. Only file explorer and can’t run or open anything but folders.

 

Was hoping not to restore to sys image.
