Hello, I have the Razer Blade 2019 Advanced, with an RTX 2070 Max Q, with a 9th Gen Intel

i7-9750H 6-Core processor. and the 240Hz Display. So basically I want more fps. On Rust maxed out settings I get around 60 fps. and full usage of my GPU. When I turn down my settings to get more FPS I stay around the same FPS and get around 40% usage on my CPU and GPU. How can I get more utilization on my GPU and CPU in order to get more FPS. I'm overclocked on my GPU and CPU with all windows power settings turned on. This happens on all games as well. I nly get around 100 fps on Rainbow Six Siege. I feel like I should be getting way more.
