I just received my polling rate meter and it seems to be fried; when I try to plug it in, it doesn't work.

When you said, “Dongle polling rate meter”, did you mean to say you have a Razer HyperPolling Wireless Dongle? If yes, then it requires specific pairing steps, updated firmware for both the dongle and the mouse, and properly functioning Razer Synapse 3 software to work.
