Iskur v1 Chair Does Not Tilt

Hello!

 

I’ve had my chair for a while, and the seat pan tilt has never worked.  All of the other mechanisms work just fine.  I try the handle in both the up and down positions and it does not tilt with the handle in either direction.  I took the chair off the base and tried to tilt the base in either direction with the handle in both the up and down positions and it will not budge.  I turned the knob in both directions completely and repeated the above, still no tilt.  Is there something else I could be doing to troubleshoot this?
