It Says game Running nonstop.

It says modern warfare is running nonstop even when i have uninstalled the game and cortex. The digital vibrance filters stay on even when i turn the game off so my whole pc is all adjusted and altered. Even when i uninstall cortex the filters stay on. When i try to reset the filters in the background it goes back to normal, but once i click save it all goes back the way it was and the filters stay on. I have had this problem for about a week and a half and its ticking me off, please help here.
