I have a Mamba Wireless. When I use the scroll wheel I get a "bounce back" kind of effect really often where I stop scrolling but then the window/menu/whatever goes back the other way a little.
This is annoying when scrolling in a document or website. But it is brutal and infuriating when it happens on an in-game menu. For example, I might be trying to scroll to the 3rd dialog choice in a game, but then it "bounces back" and I end up with the 1st or 2nd choice highlighted. It takes me 3 or 4 tries to get the scrolling to stop where I want it to.
I _think_ this is a common issue, but I'm having trouble finding a solution.

Same problem here! Annoying as fuck. Especially when I play Call of Duty and I changed the knife button to scroll up/down... You can imagine how I can angry when this happens...
The last few days I have been having a similar issue with my Razer Viper Ultimate, after only 4 months of ownership. I get double scrolling and bounce back.
I'm convinced that the design of scroll wheels is currently fundamentally flawed, I have these issues on too many mice from different brands over the years and judging by my search through various forums (reddit, overclock.net, etc.), I'm not the only one. I just think people switch mice often enough these days that they don't notice, or people are finding their own fixes. Whatever the case, it is flying under the radar.
I will say I think it is criminal how cheap feeling these scroll wheels feel on these expensive mice in the first place, especially the viper ultimate...
