I don't know, but contact Razer support, they might be able to point you in the right direction. 

In any case, can you describe what happened to the mouse? What's damaged? Etc... Someone on the forum might be able to help.

Ok, if you know how to solder or are willing to learn, replacing the encoder should be doable. 

But I'd start with something easier: spraying contact cleaner into the encoder. You will probably have to take apart the mouse to get access to the encoder.
