Multiple windows users 7.1 surround sound

Hi! There are 3 windows users on my laptop - my private user, my twitch stage name's user with all things twitch and my boyfriend's user. I installed the surround sound app on my twitch user, as I play all my games there. The settings are set correctly and it seems like it is working on all 3 users, but I cannot open the app on neither of the other 2 windows users. So I am wondering now. Does it work in the background regardless of who is logged in to the laptop? Cause I am not sure if it works and my bf needs the software for games as well, as it helps to know from which side enemies are coming and such.
