New Hammerhead True Wireless in Quartz not entering pairing mode.

I just bought a pair of Hammerhead True Wireless earbuds as a replacement for my lost pair. I removed the old pairing from my phone but these new ones refuse to enter pairing mode. 
I tried to pair both manually via my bluetooth settings (and made sure that no other devices were connected) as well as the razer Audio app.
Pairing manually did absolutely nothing (no tone for pairing mode and the  earbuds would not show as a device nearby). Using the app I was able to see them if the case was closed as if the pairing is inverted.
I have seen several threads with no answers and would like to hear a solution for this.
