NEW Razer Hammerhead BT not Charging

Straight out of the box, Razer hammerhead bt not charging right out of the box, using my Dell XPS 13-9365 2-in-1. Tried charging the earphones in my Dell xps 13, and an MSI GS65 laptop. No lights appeared. Waited over 2+ hours. still no lights, no charge. Please tell me what is going on. Also, tried a different cable. Different dongle connectors. I tried a phone charger that had usb micro to AC. nothing!
