noise when fans not running

i have recently purchased a razor blade pro 17 when using for less intensive work the fan doesnt run as you would expect, but when the fan isnt running there is a slight erratic ticking noise coming from the front left hand side of the laptop. this seems to stop when the fan starts up. i was wondering if this is normal? thanks
