on-board memory doesn't seem to work

I've saved page up and down to hypershift + scroll wheel but it simplyh doesn't work. It actually just outright bugs out. The mouse ends up sending an infinite number of page down commands once i hypershift and scroll. I put it on on board memory. Doesn't the mouse have that?
