Problem with the Basilisk V3 mouse wheel

I've had a Basilisk V3 for two years, and it's been well cared for. It hasn't given me any trouble until about two Razer Synapse updates ago. Since then, the mouse wheel hasn't worked on any website or application. I have to go into Synapse and enable and disable "scroll acceleration," modify the "scrolling mode," and enable and disable "smart-reel." Making these small changes would get the wheel working again, but recently Synapse updated again (Synapse 4), and now the wheel doesn't work, even with the workarounds I had. I've tried disconnecting the mouse and doing a clean install of Synapse, but nothing works. The model is "RZ01-400." Do you have any ideas on how to fix this problem? Thank you very much.

Update: I closed all Razer-related apps and the mouse wheel worked. It must be a software problem, but I've already reinstalled it and it's still not working.
