Purchasing RazerCare Elite for Laptops Not Bought on Razer.com

Has anyone been able to purchase RazerCare Elite for a laptop not purchased on razer.com? The site says to call Razer Customer Service (855-872-5233). Razer Customer Service says to call the RazerCare support line (800-210-2281), and the RazerCare support line says to call Razer Customer Service.

I also have this problem. Purchased Razer pro 17 on July 5 from Microsoft. Can't buy the extended plan online.
