I want to buy a razer basilisk v3 pro and I wanted to know how the integrated memory works? Can I save my dpi and polling rate to the onboard memories? Can I use these dpi and polling rate settings without using razer synapse?

Yes! The only thing you cannot store onboard memory is lighting effects due to Razer Synapse 3 not supporting this feature.
+1Yes, it can store DPI / Hz / profile settings even macros.
Still some functions will require Synapse (for eg. some multimedia binds, Razer Chroma).
