Razer Blade 15 (2019 Base) quiet when unplugged, loud when plugged in

Same problem as many others. When plugged in, the Razer Blade 15 sounds like a jet engine. Tried Synapse set to both Creator and Balanced, fan set to Low (4900). HWMonitor shows the CPU is 45 degrees C, GPU is also 45 C. So it makes no sense that the fans would be blasting. System is running as cool as possible. Also, CPU turbo mode is disabled and Windows System cooling policy is passive. Not sure what else to try here.
