I have recently started facing an issue where my Razer Blade 15 takes 3 tries before it actually boots into windows.
When I press the power button to turn the laptop on, it lights up the screen the first time then goes blank, then shows the razer logo and post screen and goes blank, then starts again and then boots into Windows.
Once booted into Windows, the date and time of the system are thrown off, sometimes by a few hours, or even a few days."

With wrong time/date - please check it in BIOS.
If windows will boot up properly - I'd check the disk for eg. with CrystalDiskInfo app for any badsectors etc. Also you can run CMD as administrator then type sfc /scannow to scan & repair system files if they're corrupted.

Follow the troubleshooting steps here for further isolation. If you're still experiencing the same issue, PM me the serial number of your laptop so I can validate its model and look for other workarounds to help you resolve the boot-up issue.
