Razer Blade 15 advanced 2018 can't turn on without charger

Hi i'm having problem with my razaer blade 15,i can only use this method to turn on the laptop ( ) . but i having problem to turn the laptop without charger,i do some research some say the fuse of the laptop is broken,can anyone tell me what I'm going through right now ?
