Razer Blade 15 caps out at 30 frames, while maxing out the gpu. | Razer Insider

The laptop was working fine and had high frames previously, then the frames became capped at a low fps while maxing the GPU and/or CPU. Factory reset it and everything, took it to best buy and they told me the issue is with the peripherals and they don't have any replacements parts for it. I haven't seen a solution online and I don't know if what they said is true. Anyone know what the issue is and how to fix it or where can I send it to get it fixed.
What have you got plugged into the laptop? External monitors (and are they HDMI, Display Port, connected direct to laptop, or via a dock), external dock, Thunderbolt devices, USB hubs? I had a frame rate drop in games (down to 15fps!). I unplugged my Thunderbolt 4 dock, which had an external monitor connected via Display Port, leaving just the laptop screen, and my HDMI monitor plugged directly into the laptop. Framerates went back up to 200+fps.
Nothing I took everything out and even the base laptop itself has nothing plugged in and its still capped at a low fps.
Sorry, I'm not sure then. Do you know what process is maxing your CPU when the fps drops? I know you said you did a factory reset; there are a few ways to do this. One is a simple Windows reload, but it keeps your data intact. The other is a wipe and load, where everything is wiped and Windows re-installed from fresh. Do you know which one you did? A wipe and load is generally the best, but it takes a long time to re-install everything. My only idea would be to do a wipe and load, then only install one game that the fps is always low on and try that. If the fps is still low (and the game has been optimised), then you will know it's a hardware issue. You sound like you know what you are doing and I don't want to come across as talking to you like you are a complete noob! And you have probably already checked this, but I just know that with Overwatch 2 on my Razer, the default setting for the frame rate max is 'Auto'. Overwatch would only hit a max 60fps on this setting. I had to manually change it to get the higher frame rates.
