Razer Blade 15 Mid 2019 Throttling

I reinstalled windows after I swapped out the storage, and now I'm getting throttling issues playing games (Code Vein specifically). The clocks aren't stable and it's causing instability in things like bluetooth and audio. Is there anything extra I need to install that's not listed in the download sections for this laptop? Like power profiles or something?

    Not sure what you'd want recorded. Performance just tanks after a while in demanding games. Using the manual fan mode in synapse to run the fans at 5300 seems to be the only way to prevent it.
