Razer Blade 15 Power Adapter is making tiny static noises

So I recently had to order a new power adapter brick for my razer blade 15 and I decided to order a used one as it’s more affordable; to my surprise when it came I have been using it and first off not only does it make static buzzing in the power adapter itself but when I charge it into the laptop it charges it then stops and then repeats the same process so It took me an hour of that same problem and I charged 2% every hour which is not efficient at all.
