Razer Blade 2018 base performance issues

I had been having a bunch of issues with my 2018 razer blade 15 base (serial number: *Omitted for security reasons) so i decided to do a full wipe. The issues hadn't been that pronounced but I hadn't used it in a while anyway. Also prior to me doing this i had the ssd replaced under warranty because it stopped working. I reinstalled windows off a boot disk installed synapse and then valorant. I had noticed when i booted it up that things were slow and i was getting a ton of screen tearing even when just switching desktops. that being said when i booted up valorant i was pulling sub 5 frames per second. nvidia control panel said i was using the 1060 and i am pretty sure i should have been getting more frames than that on integrated graphics anyway. I updated the gpu drivers and the Bios on the computer yet still barely any frames. Being primarily a Mac person (srry) I am at a completely lost cause for how to proceed. Please Help.

also those frame rates were in the menus and not in game. I uploaded a screenshot of my resource monitor whilst the game was in menu (all seems normal there but i wouldn't know).

Oh final thing hopefully. I also tried valorant on integrated graphics and had almost the exact same results as on the GPU. idk what this means.
