I just got this laptop as a gift and i'm unsure if it is new or refurb (still has stickers on it) but it has an issue where it flickers between saying its charging and not. It wont charge past 33% and when it drops below a certain amount, it starts charging.



I followed the instructions Here but when i powered on my laptop in the morning it was only at 1% charge and charged to 33% and stopped. Now it keeps dipping below and charging back up to 33%.



Could anybody offer me any advice on this issue?
