Razer Blade 2019 - lagging USB mouse pointer movement

Multiple times per day I get mouse lag and it's very annoying. I'm using a generic USB wired mouse. I have tried multiple different mice (including brand new ones). I've also tried different mouse mats. I have Razer Blade 15 - Base model 2019 (GTX 1660). I made a video of the lag happening here : Throughout the whole video I'm physically moving the mouse in a continuous circle, but you can see that several times the pointer stops responding. As you can see in the video, it's happening even without significant CPU load. I don't think the issue happens on built-in mouse pad, but I mainly use a mouse and the issue doesn't happen all the time so it's hard to be sure. I'm guessing it's some kind of driver issue, but I don't know how to begin investigating this. Any ideas?
