Razer Blade Stealth 13 2019 - Power/battery issue

my laptop is not turning on, unless it’s plugged on, and the Battery indicator is stuck at 77% all the time saying plugged on (there's no other sign such as "Not charging"). The device will turn off once I remove the power. I checked some forums, they suggested to up9 date BIOS and EC driver, after I updated all the drivers from Razer website, right usb-c stopped powering the pc I can only use the left usb c to power it, right usb c is working properly for transferring data only...
