Razer blade wont play csgo over 15fps

I cannot get my 2018 razer blade 15 (gtx 1060) to play csgo over 15fps.  I’ve tried everything I can think of including graphics driver installs for both the GTX card and integrated graphics, full driver installs from the razer website for this laptop and even a factory reset.  Any ideas?
