Could you please provide us with more information for us to isolate this issue?
- Could you please let us know this issue occurred when you were scanning or when you were optimizing?
- Could you please let us know it kept stuck all the time or it stuck at 21% every time, then, back to normal after the stuck?
- Could you please provide us with your Cortex logs for us to further investigate this issue? Please zip your log here C:\\Program Files (x86)\\Razer\\Razer Cortex\\Log, then, upload it to a Cloud service and PM us the link. Here are the guides that might be helpful for you:

Share files and folders in OneDrive (personal) - OneDrive (home or personal) (microsoft.com)
