Razer overlay wont turn off

This overlay has shown up when i installed razer synapse and now it won’t go away.

I have tried uninstalling and rebooting my system many times yet this overlay won’t turn off. I haven’t installed razer cortex on this system ever.

I did an image search of the overlay and it turns out it was from AMD adrenalin. It randomly turned on for no reason.
