Razer Synapse and Chroma won't open after multiple attempts to fix it

I tried updating from Synapse 3 to Synapse 4 today. After the installation finished I tried to launch it but it never opened. Then I tried to run it as administrator and it still did not open. I thought using the repair tool might fix the issue, but it also did not. My next attempt was to reinstall it after using the Razer Driver Clean Up tool, but this also failed to open up the application after being done. The RazerAppEngine is not blocked by the firewall, and there is no RazerAppEngine in the task manager. Is there a solution?
