Razer Synapse Freezes Taskbar on Windows 10 When Switching Between Users

Install Razer Synapse 2. Add a new windows user 3. Log into the second user from step 2, use the machine normally (razer synapse should already be installed) 4. Restart computer 5. Log into first user 6. See that the taskbar is frozen A restart of the machine usually fixes it. This only seems to happen after switching from one user to another. it's been an issue for several months. I've tried all troubleshooting steps under the sun with no luck, including a full reset of the OS and buying an entirely new PC.
