Whenever I try to open Razer Synapse, it asks for administrator permissions and whenever I click 'Yes', it opens up a command prompt type window saying that Razer Synapse Services couldn't be opened on this PC. I tried installing the MicrosoftNET Frameworks, tried starting up any stopped Razer related service in Services. Nothing worked. Any help?

Have you tried doing a clean uninstall, removing C++ redistributables, then a new install of Synapse as an Admin. Have a look at this thread for links to follow for the uninstall, cleanup, etc. Don't worry about collecting the log files part of the thread.
