I got some responses but someone inadvertently decided the conversation was over.
I never found a fix. I think Razer ignores this issue because they have never discovered a fix. My fix: plug in my extreme flight stick and bingo. So if you're having this issue don't start unplugging things but try plugging them back in.
To the fellow that said to reformat and "rebuild" windows: You sir, are a masochist.
