Receiving System Error Messages

I started receiving System Error messages that I was missing a C++ file every 30 seconds, re-installed VCRUNTIME and restarted my PC. Well the new message that appeared was .NET Framework Error saying it could not load file 'RSy3_AudioAppStreamsWrapper.dll'. After downloading the .dll and restarting, I still have this message showing up. Any help is appreciated.
