Restore Down is Causing Crashes

Hello, Using a Razer Blade 15 (2018) When I click the "Restore Down" button to exit full screen it skyrockets my GPU and the screen starts flickering black. No other app is currently doing this. Just chrome. I have to be in full screen mode or my laptop will crash from prolonged (like 1min) periods out of full screen and "Restored Down". I can however minimize the entire window. I've reinstalled Chrome, I've restored default settings, I've restored default GPU settings, I'm using a Razer Blade 2018. I've tried switching GPUs from the integrated GPU to the NIVIDIA one. I've disabled extensions, I've scanned for malware. It doesn't even need a tab open to start overloading my GPU. What are your thoughts? I have updated my Nividia GPU driver.
