RZ09-0330 works with AC, but not battery

 I have a RZR RZ09-0330 laptop. IT works fine while powered via the power supply, but immediately shuts down when unplugged.

1. I have replaced the main battery and CMOS battery, but the behavior is the same.
2. All updates are done.
3. I factory reset it
4. It recognizes there is a battery and says it is charging, but just stays at 59% and will not power on/stay on when not plugged in.
5. I have checked the BIOS updater and it is current
6. I have removed/re-installed the power drivers
7. I have done the power reset instructions (unplug battery, hold power button, etc...)
