Whenever I try to use the Scroll Acceleration it will only work in one direction. So when I flick it to go up the acceleration works fine but when I flick it to go down it doesn’t work. I don’t have Smart-Reel active.

Try to reinstall your mouse’s drivers. You can also update its firmware. If that didn’t do the trick, then shoot me a PM along with your device’s serial number so I can validate it and check for other workarounds.
