Scroll wheel skipping

I've had my mouse for only a few months and it's behaving strangely. When I try to scroll, especially scrolling down, it often skips lines or scrolls up for a split second before jumping in a random direction for a split second. I've tried taking the top cover off the mouse to clean the scroll wheel, to no effect.

Huh, after a series of Windows updates, it's still happening but not nearly as badly.
