Severe Stuttering and Lag in Game

My Blade 15 Advanced from 2019 with RTX 2060 is now unable to play games like Apex Legends and Halo Infinite because of severe stuttering and delays in response to mouse movement. My FPS reader normally showed around 100 FPS but now its in the 20-50 range which spikes back up to the 100 range. This issue has been going on and off for a month or two with some days not being present at all. I tried repairing and reinstalling Apex Legends, updating my Windows 11 to the latest version, clean uninstalling and installing all Nvidia software, and all of troubleshooting steps with Nvidia but this issue isn't going away. After these steps, they suggested that it's a hardware issue. Is this a known issue? Why is this issue an on and off phenomenon? Currently, it's been stuck on on.

Yes, Synapse and Cortex were used for a few years. I usually have the setting set where the PC cuts down on non-gaming related processes while gaming too, which worked with no issues for a few years.
