Steam Wallet Code successful payment and still pending

I have purchased steam wallet codes on razer gold(ph) and the payment method i used is gcash it's been 3 or 4 days and it's still pending, was there an issue? I haven't played on steam for like a year and a half and i always buy steam wallet codes on razer gold or for other games like mobile legends, this is the first time I've encountered. Can this issue be resolved? I tried contacting support but there's no agent available and through mail, it's not responding so can there be a possible refund? Or just make the item successfull? Please.
