how to change mouse latency?

Are you referring to DPI sensitivity? Have you tried adjusting the DPI sensitivity and calibrated the mouse via Razer Synapse 3.0? If you haven't, please following the steps from this link. If you are using a laptop, check the Windows Palm Check Threshold slider to "Min".
