So, ever since I downloaded Synapse 4, my Tartarus Pro is pressing multiple keys on certain key presses. An example is that when i press the 3 key on the pad, it also presses 4. when i press 16 and 7 together it will also press 17. Synapse 3 does not do this. what is going on?

I understand that you are having issues with your Tartarus Pro triggering multiple unintended key presses after updating to Razer Synapse 4. Could you please confirm if the issue persists with or without Razer Synapse running in the background? Additionally, please try to uninstall and re-install Razer Synapse by following the steps provided in this link.
If the issue persists after performing the troubleshooting steps, please send me a private message together with your device's serial number and proof of purchase/receipt in PDF format so I can check its warranty details for a possible warranty claim. You can upload your proof of purchase to your Google Drive and send me the link. Make sure that the link is set the sharing settings to "Anyone with the link can view". Thank you!
