Unable to do ANYTHING (including setup backup codes) due to error after authentication captcha

After every [successful] captcha I get this error at the bottom of the page in red - "There was an unexpected error. Please reload the page and try again" - Signed out and back in on both mobile device and PC, updating apps, drivers etc. Nothing works.
Sadly I didn't setup a backup code and cannot do now due to this error.
PLEASE HELP.
